With the development of urbanization in our country,the attribute "unit people"of the citizens’ is becoming more and more de-organization、de-localization、fragmentedand atomized.Under this background there emerges a phenomenon of NIMBY conflictin the community especially in the village-transformed communities. However, therehardly any documents in this domain.So this essay take Shizong community inNantong city as an example. For one thing, Shizong community is one of thevillage-transformed communities under constructing nowadays, which is arepresentative community.For another, There already exist NIMBY conflicts in thiscommunity. This article do the research in a field survey way aiming at finding themethods that can be used in the future.Through this research we found that there arefour characters in the village-transformed communities’ NIMBY conflict:Possessdifferent kinds of NIMBY facilities;The amount of conflicts is large and increasesrapidly; The benefits caused by the conflict are hard to coordinate; Easier to connectwith other conflicts.In order to solve the problem we need to take actions in threeaspects:In the guiding ideology layers we should guided by the polycentric governancetheory and the community empowerment theory; The system level comprise theparticipants system、the risk assessment system and reasonable compensation system.Inthe mechanism layers we should pay attention to reasonable timely sites、regulate thebehavior and the results that between the participants.
