NIMBY has become the typical conflict in the modern city.In 2007,on account of the happening of Xiamen PX event,China has embarked on a high incidence of adjacent to avoid conflict phase.In China,the conflict of NIMBY avoidance often starts from the sudden exposure of the location information of the neighbor.Due to the decision model is closed,residents often know about the NIMBY facilities location information through unofficial channels after the facilities beginning to build,which leading to the indignation of residents.On account of cost of advocacy,the campaign of NIMBY showed only for legitimate complaints,petitions and other forms during the initial years of the campaign.The primary protest can be divided into two forms due to the attitude of the government.The government adopts the subsequent measures to resolve problems,or people adopt the violent means to appeal the government attention because of its neglect.People now gradually began to take the upper hand as the increasing pressure of maintain steady social circumstance.Scientific hearing,peace negotiations and other issues to resolve substantive issues begin to be important for both sides.This paper summarizes the research results of scholars at home and abroad to define the conception of NIMBY.After analyzing the cases in recent years,the paper summarizes the characters of NIMBY.The aim of this paper is to find an efficient way to resolve NIMBY conflicts from the legal aspects by means of analyzing the relation of right and power,communication system.
