The Research Of Cultivation Of Peasants’Citizen Consciousness

Citizen means not only an identity, but also means a kind of consciousness. Civicconsciousness is a kind of recognition of the state and society, which guarantees citizens,in the democratic political system, to exercise thoroughly their political rights, and toconsciously fulfill their obligations. Social and political history of the rural environment,the identity of the peasants, the development of rural civil society, all the factors limitthe growth and development of civic awareness of the peasants. Peasants’ citizenconsciousness is the most basic social and political consciousness of the peasants, in myopinion, higher than peasant mentality but lower than modern civic consciousness.From the broad political vision, the peasants’ civic awareness training not only relates tothe current political democracy outside the national political science based on socialrelations, but also to the future social and political democracy. Broad political vision forpeasants’ citizen consciousness expands the theory of space, but also provides practicedirect. Civic awareness of peasants is the inherent requirement of rural market economy,the grass-roots socialist democracy, advanced village culture. The cultivation of civicconsciousness is the lubricant to ease the" three rural" issues but also is the core essenceof rural modernization.The paper selects Lo Wan Village which has a higher level of urbanization in thenorth of Zhejiang Province，to study the cultivation of civic awareness of Chinesepeasants. We found that through field research, civic awareness has been developed inthe village, but its further development still faces a serious bottleneck. By the doubleimpact of the market economy and modern political trend, the peasants have enhancetheir own citizenship cognitive, concern for the welfare of citizens. Public awareness, awareness of land property rights, ecological awareness become clearer. At the sametime, the peasants’ equal consciousness, awareness of rights and responsibilities,co-operative awareness, awareness of political participation and political oversight,legal awareness of the rule of the law, and other things lack on different degrees. Wethink that the constraint of the rural economic structure, imperfect grass-rootsdemocratic political system, the traditional feudal political culture and constraint of thelevel of education, civil society development are the main reasons for the peasants’ lackof civic awareness. Therefore, with the general idea of combining the macro and micro,universality and particularity, the cultivation of civic consciousness of the peasantsmainly includes six aspects: improve the rural economic structure, expand the opennessof the countryside; strengthen the construction of new countryside, improve the materialand cultural environment; remove the traditional customs and bad habits, improve ruralethos; carry out civic education, increase peasants’ political skills; strengthen politicalconstruction in rural areas, improve the practice of grassroots democracy; nurture civilsociety in rural areas, form civic awareness carrier.
