In the three decades of reform and opening-up, with China’s dramatic development is becoming the key focus in the world and economic globalization is more and more deepening, the population of long-term foreign residence is rising perpendicularly. The entry of the increase population accelerates the domestic economic prosperity but it brings the more and more negative effects in the meanwhile. The cases of illegal entry, residence and employment (abbreviated as "Three Illegals" infra.) are getting more and more serious and the criminal rate is rising up. They not only disorder the entry-exit administration of China, but also threaten the social security. Some foreigners make a living on illegal activities, such as robbery, drug vendition, fraud and Pilferage. Some of them even engage in inciting subversion and creating terrorism, which endangers the national and social security seriously. How to further strengthen the alien governance and safeguard the public security is the major issue to be addressed as a matter of urgency.The thesis discusses mainly via the methods of illustration and reference citation. With referring to the domestic and overseas writings on illegal migration, doing the field researches and having interviews in foreigner concentration area, it was trying to study the current "three illegal" alien governance, explore the new measurements specializing in Guangzhou and offer the proposals on perfecting the laws and regulations, reforming the entry-exit management system, strengthening internal coordination and external corporation, establishing and improving alien governance, enhancing day-to-day control, training up the qualified professional police team, and so on.
