In the modern police management mechanism,entry-exit management has become a part of the important management content.The quality of entry-exit management is directly related to the stability of the social environment and the coefficient of national security.It is a necessary condition for normal international exchanges.In the entry and exit management,the management of oversea staff after entering the country is the core content.With the deepening of opening up,Wuxi,as a window city in the Yangtze River Delta,has gradually become an important hub of economy,trade,tourism and transportation in eastern China.With the increasing number of oversea staff engaging in business,study and tourism in Wuxi,their accommodation areas and activities are also showing a trend of decentralization and complexity.This trend makes the management organs of Wuxi's overseas staff face more and more difficulties and challenges.The management organs need to summarize the local economic and social changes in Wuxi,and on the basis of these experiences,put forward a new management model for the oversea staff staying and residing in Wuxi,which mainly deals with the changing forms,increasing demands,increasing pressure on governance and reform of the system and mechanism brought about by the changes of the times in terms of ideas,regulations,systems and mechanisms.Based on the new public service theory,governance theory and human resource management theory,this paper adopts the methods of literature study,comparative study and empirical analysis,and supplemented by data analysis,questionnaire interviews and other research methods,to analyze the problems and causes,to actively draw lessons from the excellent management experience of developed countries and advanced cities at home and abroad,to put forward suggestions on how to further improve the relevant management system and measures.On the basis of accurately grasping the existing research,this paper elaborates views and draws conclusions,standardize the management system,enhance the management ability,and manage the quality.The optimization of quantity provides feasible reference for the construction of Wuxi's comprehensive management system for oversea staff to provide the corresponding theoretical basis and specific countermeasures.
