A Study On The Publication Of Government Information In Courty Gorvernment In Gansu Province Based On Electronic Government Affairs Platform

The publication of government information is a measure, which is highly spoken by the masses, to ensure the dominant status of people, and it is the actual content to guarantee and improve the live standard of people. It is beneficial to maintain people’s rights of knowing, involving in as well as commenting on politics. The implement of "the Regulation on the Publication of Government Information"(the following "Regulation") enables the publication of government information as legal obligation and fundamental duty.As the development of economy and society, citizens have much more requirements on the depth and width of the publication of government information, therefore, electronic government affaire platform has become an indispensable channel. Especially the websites maintained by governments at all levels play active roles in the process of the publication of government information, engineering construction projects as well as information services for the messes and enterprises. It is supposed that electronic government affairs platform is the best platform. At present, having realized the importance of broadcasting dynamic information through internet, governments of all administrative levels have enhanced the construction of electronic government affairs platform one after another for the purpose of making the publication of government affairs on a better level, enhancing mutual communication between government and people, and carrying out various services.County government plays an important role in the country’s administration system, which is an executor of country’s laws and policies. In fact, majority of administrative behaviors regarding people’s benefits and rights are implemented by county government, and majority of government affairs services concerning people are conducted by county government. Whether county government can achieve great achievements in the publication of government information matters the entire level of the publication of government information to a large extant.The author found several universal deficiencies in the process of publication of government information in local authorities by analyzing the results of investigation and research on the publication of government information in parts of counties and areas in Gansu province. First, lack of initiative and consciousness impacted the process of the publication of government information; second, there is still large space to be filled in guarantee system; third, the construction of government affair platform are far from being standard; fourth, contents are not well arranged and organized; fifth, resources sharing system has not realized yet.In order to answer the five research questions, drawing on the measures and experiences from the countries of early electronic government affairs platform, the author conducted a research on the publication of county government information in Gansu province. ine present study was aimed at finding solutions for the research questions above, scientifically compiling contents for the publication of government information, improving guarantee system, establishing a suitable working system, enhancing the transparency of government work to protect people’s rights of knowing, involving in, conveying as well as monitoring government policies and to better meet the requirements of people regarding government information.
