Research On The Present Situation And Countermeasures Of Data Opening Of Rovincial Government In Gansu Province

As the big data gradually applied to all aspects of economic and social development,the governments of various countries in the world have a huge of public data.In this case,the public believe that government information disclosure can no longer satisfy their needs,but instead will focus on open government data,but instead will focus on government data opening,in order to ensure information feedback and interaction between the government and the public.Open government is aim at promoting that increase of government policy-making and public service level.It is an important part of the government to open up,and is also a subject in the field of public management and large data research.Firstly,in this paper,we analyze the background and significance of open government data,and then expound the theoretical foundation of the open government data.Then we compare and analyze the three concepts of open government,open data and government data opening by referring to the relevant literature research results.Meanwhile,we make a scientific definition of it,and determine its extension.Then we explain the characteristics of government data opening,provide the logical premise and foundation for the future status,and analyze the connection and difference between government data opening and government information disclosure.Secondly,we investigate and study the basic conditions of Gansu provincial government data opening.We collect the information of Gansu provincial government data opening from the policy document,management mechanism,data resources construction and current situation of application.Then it identifies the present situation of data disclosure of the provincial government in Gansu province,and analyzes the obstacles and problems.Thirdly,we have collected information extensively and combed the advanced achievements in developed areas,and gained enlightenment to provide reference experience for the work of government data opening in Gansu province.At the end of this paper,it is to be confronted with a specific propulsion strategy.Formulating and publishing relevant policies and regulations;Establishing the institutional mechanism of government data opening;Establishing a unified data open platform to data management;Promoting the development of data open ecological environment with the need;Cultivating an "open" administrative culture.Then,it summarizes and reviews.
