| The Awards Program of Innovations and Excellence in Local Chinese Governance(i.e. IELCG) is the first non-governmental awards, held by the professional organization,using scientific standards and procedures to evaluate the government innovations. Itprovides great chances for someone who could be lonely reformers to meet andcommunicate on a regular basis, and they could gain confidence and strength from eachother through this platform. The award has played a positive effect on not only domesticpolitical development, but also research and teaching in China.But at the moment, thisawards still face many problems such as single selectional subject, passive selectionalobject, fuzzy selectional criteria and simple selectional process. This article expoundsthe causes of trouble from the selection experience, information publicity, officials’insufficient understanding and media propaganda; and trying to put forwardcountermeasures to improve the IELCG selection mechanism by trying pluralismparticipation pattern, constant innovation mechanism and reasonable index system andscientific process design. But it is still a long way to realize the benign interactionbetween Academic and Government, and avoid this awards violate the originalintention. |
