The innovation of local government is a creative activity carried out by the government to improve the administrative efficiency,improve the public service and enhance the public interest.It is a process of continuous reform and innovation to the government departments and institutions,which is of great significance to the social development and progress.With the great progress of China's reform and opening up,China's political,economic,cultural and social development has been fully developed.But,with the deepening of reform and opening up,the promotion of globalization and information,the further improvement of the socialist market economy system,the continuous change of social culture,the development and expansion of civil society,and the general development of the local government's innovation movement in China,the economic society will be in the stage of accelerated transformation and social stratification.With the increasingly prominent features,diversified interests and interests need to be formed.Under this situation,the general goal of the Party Central Committee to deepen the comprehensive reform is to promote the national governance system and the modernization of governance,which poses great challenges to the innovation of local government which is essentially a local governance innovation.As the locomotive of social development and description and analysis of the occurrence and development of its innovative practice,Mainly from the innovation of power mechanism,operation mechanism,proliferation mechanism and sustainable development and other aspects to elaborate,trying to explore the occurrence mechanism of local government innovation.In the power mechanism,Wuhu local government innovation in the national "first try" policy tradition,the modernization of governance system and ability and the demand for the promotion of socialist democracy,local government performance promotion pressure,local government competition pressure and local governance innovation times pressure and public participation in decision-making Driven by the pressure of public service and so on,the innovation activities of local government are carried out,mainly from three aspects of the state,local government itself and the people.In the operation mechanism,the local government of Wuhu is based on the goal of promoting the interaction between the government and the people and realizing the common governance,and the simple forum is set up from the beginning.After a certain effect has been achieved,various operational mechanisms have innovation.From the whole practice process of local government innovation in Wuhu,the author tries to summarize the dynamic mechanism,operation mechanism,diffusion mechanism and sustainable development mechanism of local government innovation,and explore the occurrence mechanism of local government innovation.Mainly from these several dimensions to analyze and summarize:first,from the driving forces.;third,from the external factors,the leadership support,social identity is external support;fourth,in terms of system and mechanism,the standardization of mechanism and procedure is the way to achieve it.;fifth,from the continuous development,the institutionalization and normalization of the innovative behavior are the guarantee of the sustainable development.local government innovation is essentially a local governance innovation,and it is a creative activity of the transformation of national governance system and governance mode.Based on this,the author raises the innovation of local government to the governance level,and then discusses the subject participation and relationship of local governance innovation,as well as the overall and local problems of local governance and national governance.
