Research On Local Government's Governance Innovation Self-Propelled Mechanism

In the stage of deepened reform,local government's governance innovation self-promoted mechanism is an active response to the modernization of national governance strategy,which has many unique advantages in solving the dilemma of collective action,adapting social's governance needs continuously,and so on.To design and construct this mechanism is not only the key to speed up the construction of modem governance system and governance capacity,but also the prerequisite for improving the effectiveness of local government governance innovation.However,According to practice and effect,the implementation process of local government's innovation often accompanied with the dilemma of innovation unsustainable and formalized,which caused a great waste of resources,mismatch between local government's innovation supply and social innovation demand.So it is urgent to build a long-term effect innovation implementation mechanism.From the research findings of local government governance innovation,the existing literature did a lot of research on local government governance innovation's content and influence factors,but it is worth noting that most studies focus on the dichotomous paradigm of state and society,lacking of systematic investigation of the complexity of innovative environment and the adaptability of innovation model,and did not pay enough attention to the implementation mechanism of local government's innovation.Therefore,this paper has theoretical and practical significance on making thorough research to the governance innovation self-propelled mechanism's internal operating logic and long-term development path.This paper based on the perspective of complex adaptive system theory,attempted to construct the framework named" innovation subject's self-propelled mechanism",and from two aspects of theory and practice to explore the long-term development path of local government's innovation.For the content of the study,this article mainly involves three aspects:firstly,explained the historical evolution and realistic development of local government governance innovation self-propelled mechanism based on the perspective of complex adaptive system theory,and made theoretical interpretation on the internal logic evolution of this mechanism.Secondly,the process of local government's governance innovation and re-innovation,closely related to innovation motion,innovation rules and innovation forms,this paper combined with the practical features of local government's governance innovation,from the three dimensions from "information exploration,built-in rules and structured behavior of local government's governance innovation self-propelled mechanism,to explore this mechanism's operation mechanism and real challenges.Thirdly,constructed the effective implementation mechanism in the following ways,such as promoting information precision,enhancing the applicability of the rules and effectiveness of innovative behavior.Specifically,the research of this paper is divided into seven parts:The first chapter is introduction.This chapter mainly cleared the significance of research and the value of research from the research background and research significance,combed the existing literature for literature review,defined the core concepts,cleared research frame and research methods,and put forward the innovation and possible problems.The second chapter mainly construct the analytical framework of "innovation subject's self-propelled mechanism".At first,this part made a review and reflection on the existing research paradigm,and summed up three basic elements of the local government to promote the innovation,which include innovation issues,innovation preference and innovation form;explained the complex adaptive system theory and it's research approach,then based on that,explained the appropriateness of this study with the application of complex adaptive system theory,from the complex operating environment,local government's governance innovation characteristics and local governance innovation implementation process,and so on.At last,combined with the complex adaptive model and local governance system innovation practice,attempted to construct the framework named "innovation subject's self-propelled mechanism".The third chapter,mainly elaborates the history and reality of the local government's governance innovation self-propelled mechanism.This chapter is based on the complex adaptive system theory,and combined with the analysis of historical data,analyzed the mechanical types since the foundation of the country,and the specific characteristics of every stage.Then made content analysis of the government work report of 31 provinces in 2016,so as to clear the local government's governance innovation breakthrough point,innovation dimension and mode etc.in the future.Afterwards,summarize and the practice orientation of local government's innovation,and put forward the internal logic of local government governance innovation self-propelled mechanism.The fourth chapter,mainly elaborates the motion of innovation,which is the starting base of local government's governance innovation self-propelled mechanism.The motion of innovation is the starting point of this mechanism,represents the local government to extract the information in the process of governance innovation.More concretely,the information sources of local government's governance innovation include three aspects:innovation environment,innovation subject and innovation function.At the present stage,the driving force of local government's governance innovation comes from three aspects:policy guidance,location competition and technological innovation.Combined with successful innovation cases,maintain governance innovation's sensitivity and adaptability,requires dynamic government,comfortable system,decentralized and institutionalized process of innovation.The fifth elaborates the structured behavior of the local government's governance innovation self-propelled mechanism.The structured behavior is the results of this mechanism,which based on the motion and rules of innovation,specifically included innovative style and innovation strategy.More concretely,innovative style includes the characterization of innovative content,innovative features and innovative tools and other content,innovation strategy is the intrinsic logic of choice of local government governance innovation reality picture,At last,the paper combines the prize winning projects of "Local Government Innovation Award" in China,to analysis of innovation differences and common features.The seventh chapter mainly states the remodeling path of local government's governance innovation self-propelled mechanism.This chapter is begin with theoretical construction and practical path design for this mechanism,obtained by theoretical analysis of this mechanism's effective construction elements,internal logic and operation conditions,and then combined with local governments'governance innovation practice cases of our country,on the aspects of "guiding problems,structural support,management support",to clarify the remodeling path of local government's governance innovation self-propelled mechanism.
