The ability of civil servants refers to personality, knowledge and skills that affect servants work effectiveness. The role of government is becoming increasingly complex with the rapid economic development and tremendous social changes. Management ability and efficiency of administrative agencies of society should be even better. As a result, capacity-building program to improve the ability of civil servants has become a necessity. However, there are a number of problems for China’s civil service capacity building, especially the civil servants at the grass-roots level. Administrative traditional cultural barriers, imperfect post lifting and appointment system, the lack of evaluation system, untargeted capacity training and unscientific evaluation criteria limit the development of civil service capacity to some extent.This thesis reviews domestic and international related research in the area of civil servants capacity and conducts in-depth analysis of the quality and ability of junior civil servants in China. Previous research focuses on how to improve the competency of junior civil servants from the perspective of consolidated the position of the party and government. This thesis aims to develop the ability and quality of junior civil servants for the purpose of building a people-oriented, national long-term stability and harmony society environment. We focus on the subjectivity and subjective initiative of junior civil servants in the program,In this study, we develop a series of methods to improve the ability and quality of junior civil servants involving the social reform and innovation of administrative culture, concentrate on institutional improvement, improvement of civil servant examination system and competition system, Perfecting civil servants appraisal method, improvement of incentive mechanism and training system. The findings of this thesis contribute to the improvement of the capacity and ability of civil servant and the service level of civil servants.
