As everyone knows,the number of civil servants is numerous,influential,and faced with many negative problems in reality,although these problems will be the local party and government to resolve the social problems caused by one one,no more massive,but we should also see that these problems have gradually increased in size,nature is also increasingly harsh,the reason is the lack of quality,lack of grass-roots civil servants,the sense of responsibility is not enough,the awareness of the law,the policy level is limited,leading cadres and the masses of the people for profits have occurred.In this era of change rapidly,ability construction of civil servants,especially the grassroots civil servants ability construction,and there is no breakthrough in the corresponding.As dealing directly with the local government,especially the street town level government,is to promote social stability and unity and the development of the national economy,people live and work in peace as the most "down to earth"the level of government departments,service in the forefront,directly facing the masses public management and service functions.Street Town civil servants as the specific staff the most "down to earth" of government departments,directly affect the implementation of the national policies,their ability directly determines the level of government services.This paper reviews the relevant research results at home and abroad and the quality of civil servants ability construction,combined with the statistical results of the questionnaire survey of civil servants Binhai Street Town,in-depth analysis of the quality and ability of civil servants in china.In this study,the researchers put a breakthrough before construction of grass-roots civil servants competency remained in the prestige of Party and government,consolidate the narrow scope of the ruling party status,analysis of existing civil servants ability construction and street town of Binhai New Area from two aspects of government and individuals,and from three aspects of civil servants,their own traditional culture system,analyzes the reasons this paper puts forward the improving way.The construction of ability and quality of the research results of this thesis will be helpful to the civil service to a new level,the promotion of grassroots civil servants to improve service level.
