The continuous development of China's economy promotes the continuous change of the administrative system.Now the government's administrative concept,management mode and operation mechanism all indicate that building a service-oriented government has become a new ruling concept and the direction of the reform and development of our government.Civil servants represent the government to implement the Party's policies and policies,is an important force to promote social and economic development,so building a high-quality civil service team has become the top priority of building a service-oriented government.The construction of civil servants'competence and quality has a direct impact on the following aspects:the administrative efficiency of the government,the leadership level of the Party,the level of social management and the ability to govern.It also determines whether the economy of a region can develop steadily and whether the society can be stable for a long time.China's grass-roots civil servants account for a large proportion and have a wide range of influence.However,due to the lack of competence and legal awareness of grass-roots civil servants,many problems have been encountered in the process of handling and serving the masses,resulting in the occurrence of emotional discontent among some people,and seriously affecting the implementation and implementation of national policies.Under the ruling concept of building a service-oriented government in our country,the competence quality of grass-roots civil servants is closely related to the level of government service.The level of the competence quality construction of grass-roots civil servants directly affects the implementation of national policies,the satisfaction of the public to the government,and the construction process of service-oriented government.Therefore,strengthening the competence of grass-roots civil servants in our country The construction of competence quality is particularly important,and this problem needs to be solved urgently by relevant government departments.This paper takes the current capacity-building of grass-roots civil servants as the research theme,takes the current situation of the capacity-building of grass-roots civil servants in Guangyang District of Langfang City as an example,combines relevant theories,and comprehensively studies the capacity-building of grass-roots civil servants by using the methods of literature combination,empirical investigation and statistical analysis of data.The paper consists of five parts.The first part is the introduction,which explains the research background and significance of the paper,summarizes the research at home and abroad,explains the research ideas and methods,and puts forward the innovation and shortcomings.The second part defines the relevant concepts,including the competence quality of grass-roots civil servants and grass-roots civil servants as well as the theoretical basis of the competence quality construction of grass-roots civil servants.The third part is the analysis of the current capacity-building of grass-roots civil servants in Guangyang District of Langfang City.Through the statistical summary of the questionnaire data and the specific situation of the visit,it is found that the grass-roots civil servants in Guangyang District of Langfang City have some problems,such as weak ability to deal with emergencies,weak ability to serve at the grass-roots level,weak ability to innovate in work and poor ability to communicate and coordinate.The fourth part is the analysis of the reasons for the problems existing in the capacity-building of grass-roots civil servants in Guangyang District of Langfang City.From the civil servants themselves,the government system and administrative culture three aspects to analyze the causes of the problems.The fifth part is the countermeasures and suggestions to promote the capacity and quality construction of grass-roots civil servants in Guangyang District of Langfang City.Starting from the problems that need to be solved and corresponding to the causes of the problems,this paper studies the countermeasures and suggestions for promoting the capacity and quality construction of grass-roots civil servants in Guangyang District of Langfang City,such as innovating working methods,improving professional ability,improving the training system of grass-roots civil servants,and improving the evaluation mechanism of grass-roots civil servants'ability and quality,which will provide some reference for the relevant work of the government and be beneficial to it.Improvement of the ability and quality of civil servants in China.
