Training and learning is an important way to improve the quality and ability of civil servants.In order to build a high-quality civil servant team,our government has issued a series of outline of civil servant training,which clearly proposes that all civil servants should be trained to improve their working ability and update their knowledge.In the“Thirteenth Five-Year Plan”training program for civil servants of administrative organs,the work objectives are clearly defined: by 2020,the performance ability of civil servants in administrative organs can be significantly improved,their ideals and beliefs can be more firm,and the work style can be significantly improved.In this case,the training effect has become the key to whether the training goal can be achieved.Therefore,it is necessary to investigate the training effect and conduct research and analysis on the main factors affecting the training effect.Based on this,the paper puts forward the countermeasures to improve the training effect of civil servants.Research on training effects by domestic and foreign experts mainly includes research on factors affecting training effects,research on evaluation models of training effects,research on migration models of training effects,and research on evaluation index systems for training effects,These scholars’ research on the training effect provides a good idea and framework for the whole article.This paper mainly takes Chengdu grass-roots civil servants as the research object,and investigates the effect of comprehensive quality and ability training of grass-roots civil servants from both subjective and objective aspects.In the subjective aspect,first of all,through the pre survey to understand the training effect of Chengdu grass-roots public comprehensive quality and ability and the main influencing factors;secondly,through the study of domestic and foreign literature on the training effect,comprehensive analysis proposed the main factors affecting the training effect and training effect evaluation indicators,referred to the relevant scales,integrated the pre survey data,according to the Chengdu City Then,the reliability and validity of the questionnaire are checked,and the formal questionnaire is formed.Finally,the questionnaire is distributed to Chengdu civil servants who have participated in the training.In the objective aspect,Design interview outline,open questionnaire and observation form from the aspects of comprehensivequality and ability,and know the situation of trainees after training from the leaders and colleagues of trainees.Through the analysis of the survey data and data,this paper puts forward countermeasures and suggestions to improve the training effect of grass-roots civil servants.In a word,this paper makes a pioneering study on the current situation of Chengdu grass-roots civil servants training,the training effect and the main influencing factors of the training effect.From the perspective of the research on the influencing factors,this paper attempts to establish a model affecting the training effect of the comprehensive quality and ability of grass-roots civil servants.On the one hand,this research can provide reference and reference for improving the effectiveness of grassroots civil servant training to a certain extent.On the other hand,it can also enrich the theoretical knowledge of training to a certain extent.
