The Research About A Current Problem Of Non Normal Grass-roots Petition

In June1951, The temporal Administration Council promulgated the "Decisions on the treatment work of people’s letters and receive people", which marks the formal establishment of the petition system in china. The state also enacted a legally binding "petition regulations" in1995, and revised it in2005. Governments at all levels have formulated related policies, laws and regulations. It should be said that the petition system is constantly improving, and build a bridge between the people and government, allowing the government to learn more about the social conditions and public opinions, it is conducive to policy formulation and revision, but the challenges that petition work and institutional are facing can not be ignored.The current problem of grass-roots abnormal petition are becoming more intense, it shows diversified, complicated characteristics. This paper focuses on the.analysis of the reasons behind the abnormal petition, Through the analysis of survey and interview data of X county, we think that, it is not only the economic factors of various aspects of interest structure adjustment during the social transformation period,but also the ideological and cultural factors,that caused the grass-roots abnormal petition issues, there are also the petition system factors and petition work factor. It is the many reasons listed above, that caused these problems, the quantity of grass-roots abnormal petition is increasing, unreasonable demand for proportion becomes larger, case demonstration affects seriously, occupational petition tends emerging, judicial authority is digested, so we took some measures to solve the grass-roots abnormal petition problem, including dispose the relationships between petition and judicial correctly, know the functions of petition mechanism well, standardize inquiry order etc. Hoping it will be helpful to solve grass-roots non-normal petition problems. The thesis mainly take X County as an example, through questionnaire investigation and interview locally, on the base of analyzing the obtained data, we analyzed the petition system and the phenomenon of non-normal petition in our country, discussed the current situation of non-normal petition phenomenon and problems, and put out some countermeasures to deal with grass-roots non-normal petition. It provided a theoretical basis for the government to revise the petition system and the basic problem of non-normal petition.This paper consists of six chapters. The first chapter is the introduction, describes the purpose, the research background and significance. Make the recent petition system and research at home and abroad clear, and introduces the related research methods and ideas. The second chapter introduces some concepts related to the petition system, function and theoretical basis, combing the course of development of the petition system and its function. The third chapter introduces and analyzes the connotation, characteristics and harm of non-normal petition. The fourth chapter take X county’s current situation and problem of abnormal petition as the starting point, reveals the characteristics of the abnormal petition and the adverse it faces. The fifth chapter puts forward some concrete countermeasures based on the problem that grass-roots abnormal petition faced. The sixth chapter is the conclusion.
