As the city construction speed up gradually, land resources, the original spaceand resources have been unable to meet the needs of city construction, theconstruction of many city has begun to expand to the underground space. In thedevelopment of city economic development, will inevitably have some city geologicaldisaster, brought a certain threat to the city safety. In order to address these problemseffectively, the paper takes Harbin as the research object, application of city publicsecurity theory, public sector decision theory, and city planning theory, focusing oncollection of Harbin City geological data, and investigate the utilization of the existingunderground space, combining with the recently launched underground facilitysecurity risk detection, and analyze of the causes of the city ground subsidence andsurface collapse, and then to explore China’s urban geological disaster preventionmanagement measures from the point of view of the government.Harbin is located in the northern part of the northeast China, in order to adapt tothe rapid social and economic operation, the subway project is being vigorously build.The civil air defense projects and municipal pipelines are the main Undergroundfacilities. The urban regional crustal structure is a complete continuous stable block,not prone to strong earthquakes. And landslides, avalanches, landslides, unstableslopes, and other geological disasters do not exist in the natural state. The main typesof urban geological disasters are land subsidence and ground subsidence. Landsubsidence is mainly caused by excessive extraction of groundwater, and has beeneffectively controlled in recent years; ground subsidence is caused mainly by theurban construction and underground engineering which make the surrounding soilphysical characteristics change, and existing civil air defense projects, municipalpipelines disrepair, with varying degrees of damage, and thus caused by naturalfactors such as rainfall induced.According to the analysis of the research results, this paper suggests that in thefuture city construction, we should give full play to the management of governmentdepartments and organizational advantage, put forward for the governmentdecision-making departments reference specific prevention advice andCountermeasures: one is to find out the city underground safety problems; two is to develop geological disaster emergency plan; three is the planning the developmentand utilization of underground space; four is the disaster prevention managementplatform construction led by the government; the five is to improve the city geologicaldisaster prevention and management decision-making supervision mechanism; six isto strengthen publicity and popularization. Reduce economic losses, protect thepeople’s safety of life and property.
