China’s Rise is one of the most popular topics in international politics. For China’s Rise, the route of Indian Ocean can be called the strategic lifeline, because it plays a crucial role in the security of China’s energy and trade at sea. Only by gaining a strategic advantage in the Indian Ocean can China guarantee its energy and trade security at sea effectively.However, China is not an Indian Ocean state, so China’s military power is far beyond actual control in this area. Global power and regional power also take their own interests here. The overlap of interests among these states seems serious. Their strategic measures in the Indian Ocean must conflict with what China dose. Besides, political situation of the Indian Ocean states are greatly unstable. The differences among nations, religions, languages and policies and the struggle of energy perplex the situation of Indian Ocean area. With the severe piracy problem and non-traditional security threats, China’s reasonable Indian Ocean Strategy for China’s Rise must face the Indian Ocean Dilemma.With the rapid development of China, the Indian Ocean plays a more and more important role in China’s Rise. Taking more strategic think on how to break the Indian Ocean Dilemma is imperative. We should see both the internal constraints of these global and regional powers and China’s initiative in building up new marine relationship. The appearance of China’s Indian Ocean Dilemma has its thick foundation of traditional politics, commercial policies and social culture. The situation for the development of China’s Indian Ocean strategy becomes more and more serous, we desiderate more strategic thinking for its breaking.
