Maritime strategic channel is the lifeblood of global economic modernization. Some important channels in the Indian Ocean have appeared the situation of closed blockade. Along with the relative scarcity of international channels, the competition on "throat" channel among great powers has intensified, accordingly stimulating some actors to ask for sovereignty occupation or deliberate blockade on a wider range of marine areas and key channels, which inevitably leads to conflict and goes against the stabilization of regional order. As the ocean of the whole world, the Indian Ocean should not be controlled by certain country, and should not be strategically blockaded by some countries as a means to curb other countries. The Indian Ocean region needs a new regional order with multi-polar participation and open cooperation.This study grasps the current strategic changes of main countries in the Indian Ocean region, and under the dynamic current events, focuses on the most urgent practical difficulties in this area. Through theoretical analysis of the nature of deep contradictions, the paper discusses how the principle of openness in Neo-regionalism acts on the construction of the Indian Ocean regional order, analyses the basic factors for the construction of the order inside the region and the strategic impacts from major countries outside the region, and explores the hidden great power games and the world strategic pattern behind it, which will prevent the “monopoly” situation in the Indian Ocean regional order and keeping the existence of multilateral power balance within the Indian Ocean region, thus making the maritime strategic channel in the Indian Ocean region keep the multilateral existence of the resources openness, channels openness and power subjects under the context of openness, and providing support for the construction of the Indian Ocean maritime strategic channel order mode.
