The Indian Ocean Policy Of The Modi Government

The Indian Ocean is the third ocean intertwined by trade routes.It is an important lifeline for international trade and transportation.The abundance of energy and mineral resources and the important geopolitical status of the Indian Ocean region make the Indian Ocean Policy always an important consideration for India to pursue the dream of a major power.Prime Minister Modi has paid unprecedented attention to the Indian Ocean since he came to power,both his frequent visits and his proposal to be a net security provider in the Indian Ocean region and to realize the common security and prosperity of the region all reflect the importance that this government attaches to the Indian Ocean.But compared with Modi's high-profile diplomatic performance and his “heroic words”,the actual implementation of the Indian Ocean Policy is worthy of further discussion.The existing research on Indian Ocean Policy or strategy of Indian government can be mainly divided into two aspects.One is strategy research,maritime strategy almost equals to navy strategy,which emphasizes the development of navy to achieve the security of Indian Ocean.The second is the compound policy including economic,military and cultural content,which focuses on the introduction of policy content and analysis of influencing factors,but lacks the summary of overall policy characteristics and evaluation of implementation.This paper reorganizes the Indian Ocean Policy of Modi Government from the perspective of economy,military and culture,sums up the characteristics of the Indian Ocean Policy of Modi Government by calculating and sorting out the data of direct investment,import and export trade,foreign aid,and national defense modernization,and evaluates the implementation of the policy,the following conclusions are reached: The Indian Ocean policy under Modi Government has a tendency to shift to the Southwest Indian Ocean while adhering to South Asia Priority Policy.The implementation of the policy shows the following characteristics: focus on cooperation,orderly start from inside to the outside,take multiple economic,cultural and military measures at the same time,combine “soft and hard” measures together.But compared with Prime Minister Modi's active diplomatic performance and "heroic words",the effect of the implementation of the Indian Ocean policy is slightly inferior.
