Research On Government Responsibility In Policy-related Agricultural Insurance

Policy-oriented agricultural insurance is a special insurance established on the state financial support, characterized by policy-objective, market-operation and professional-management. It is also the state maintenance of agricultural development, and one of the important strategic means to promote the healthy operation of the national economy. Its generation, existence and development is the inevitable outcome of the contradiction between the weakness of agriculture and its basic position, and is also the inevitable requirement of agricultural insurance market failure and agricultural positive externalities.The responsibilities of the government in policy-oriented agricultural insurance are the functions that the government should perform in the intervention of market economy:from free capitalism night-watchman period to monopoly capitalism state-intervention, from the post-Keynesianism mixed-economy-theory of government intervention to the neo-Keynesianism macroeconomic-theory fiscal intervention. The contents of government responsibilities change with the development of the economic situation, and the realization of government responsibilities also change with the varieties of government regulation of market economy mode, from the laissez-faire to state monopoly to government intervention in the comprehensive use of economic means,legal means, administrative means and other means. The government also plays a guidance, support and encouragement role in intervention in market economy. Study on agricultural insurance under the policy-oriented fnancial, This paper aims to clarify the nature of the policy agricultural insurance, to find out relations between policy-oriented agricultural insurance and the responsibilities of the government and to make clear the connotation of government responsibilities, so as to effectively explore the basic path of strengthening governmental responsibilities.This paper is divided into introduction, body and conclusion of three parts. The text is divided into four sections.The first section is the basic theory of government responsibilities in policy-oriented agricultural insurance.The concept of policy-oriented agricultural insurance as the breakthrough point, this chapter clarifies the definition and scope, mainly with the use of economic law, the integrated use of political economics, insurance, public administration and other disciplines of knowledge to discuss the theoretical basis of the policy nature of agricultural insurance, from which derived the research topic for this paper, that is, research is the responsibilities of the government in policy-oriented agricultural insurance.The second section is the international comparison of government responsibilities on policy-oriented agricultural insurance. Based on the study of typical mode of agricultural insurance system operation in other countries, this chapter explores the experience of strengthening the government responsibilities of policy-oriented agricultural insurance in China through the comparison of contents of government responsibilities in different mode. The third section is the study of the main problems of the policy-oriented agricultural insurance of our country. First this chapter clarifies the present situation of government responsibilities for agricultural insurance of our country from practical aspect, policy aspect and legislative aspect. Secondly, this chapter analyzes the regulations on government responsibilities in China’s current agricultural insurance.The fourth section is the research about the basic path to strengthen the responsibilities of government in policy-oriented agricultural insurance in China. Through the reanalysis of government responsibilities,from four aspects, this chapter demonstrates the basic path of strengthening government responsibilities, namely to promote the establishment of compulsory insurance; to establish specialized policy-oriented agricultural insurance institutions; to improve the fiscal subsidy system; to construct mechanism of agricultural insurance risk diversification.
