Research On The Role Of Government Of Policy Based Agricultural Insurance In Xinjiang

Agricultural industry is the basic industry of our national economy and people’s livelihood,and the recession of agriculture will eventually affect other industries.As the basic industry of the national economy,the development and stability of agriculture directly affect the overall development of the whole society and economy.The beneficiaries of agricultural production are not only agricultural producers,but the whole society.Fluctuations in agriculture will not only damage agricultural producers,but will affect the whole society and affect the healthy operation of the entire national economy.In the case of the threat of natural disasters and accidents in agriculture,agricultural producers can disperse and transfer the agricultural risks by taking insurance and using the insurance mechanism.In addition to their own income,the agricultural producers can also produce good and extensive social benefits.In recent years,as the permissible risk of "government subsidized insurance",policy based agricultural insurance makes up for the economic loss of agricultural disasters and has been recognized and valued by the governments of the world.Since 2004,the Party Central Committee and the State Council of the first document have proposed to increase financial subsidies for policy based agricultural insurance,and gradually improve the policy based agricultural insurance system.In 2007,the central government took policy based agricultural insurance as the government’s important disaster relief measures.The State Council took Shandong,Heilongjiang,Henan,Inner Mongolia and Xinjiang as a pilot project to carry out the policy based agricultural insurance,and vigorously supported the participants in the agricultural production.The main means of support of the government were to provide insurance premiums.The preferential policy is to stick to the preferential policy.This policy has prompted the rapid development of China’s policy oriented agricultural insurance.The Party Central Committee has been very concerned about the economic development and social stability of Xinjiang,especially after the second Xinjiang working conference.Under the leadership of the party and the government,poverty relief work is an important task for Xinjiang to be solved urgently.According to the requirements of the Party Central Committee,the grass-roots government(City and county)should take the lead in taking the lead from the poverty-stricken areas.The poverty-stricken areas are caught.Secondly,the township government and the Rural Committee are fully responsible for and carry out the policy of the government’s special poverty alleviation,so as to improve the average income of farmers in rural areas and improve the basic living quality of farmers.In 2007,the central government included Xinjiang in one of the first pilot areas of the policy oriented agricultural insurance subsidy area.Under the efforts of the government departments at all levels in the autonomous region,the coverage rate of policy based agricultural insurance in Xinjiang is expanding,and the farmers’ planting and breeding insurance rates are increasing,thus effectively reducing the economic disaster caused by the loss of disaster and raising the income of farmers.Government financial subsidy is an important condition for the rapid development of policy oriented agricultural insurance in Xinjiang.From the perspective of government administration and administrative management,this paper analyzes the relevant policy system of the government of Xinjiang autonomous region in the operation of policy based agricultural insurance with the theoretical knowledge system of administrative management.The government of Xinjiang autonomous region has established and studied the development process of agricultural insurance,and discusses the government’s legal guarantee and policy support.The role of holding,insurance subsidies,farmers’ understanding and organizational innovation.The government of Xinjiang autonomous region should play its leading role in the policy based agricultural insurance market,constantly improve the policy based agricultural insurance mechanism,provide multiple support for the policy based agricultural insurance,and make continuous efforts for the healthy and stable development of the agricultural insurance market in Xinjiang.
