On the farmers’ citizenship development behind, still exists in political, economic, and social rights shortage, these problems hindering our country farmer citizenship faster growth, these problems have legal, institutional and their reasons. Therefore, to establish and perfect the peasants’ civil rights guaranteed by the Constitution and the system guarantee, strengthen the cultivation of citizen consciousness, accelerate our country modern state construction pace, will become China’s farmers’ citizenship further growth is bound to put forward and must fulfil the key initiatives.
