Modern State Building Institutions Reform, The Logic

As one part of the Chinese public sectors, public institutions are attached to thegeneral governmental organizations. As one institution of Totalitarian-state, publicinstitutions had played a positive role since the foundation of new china. However, atpresent, there are many new problems for public institutions, such as single structurein setup, unreasonable distribution, inactive inside mechanism, low efficiency,numerous and overstaffed personnel, heavy financial burden, and relatively lowdevelopment level of undertaking. The reform and system innovation of publicinstitutions are not only related to the administrative reform of China, but also are theobjective needs for themselves to face society and go into the market. And to solvethese problems, government has put on some policies of the reform of publicinstitutions for recent years. Unfortunately, accounting for absence of clear targetmode, the former reform of public institutions is ineffective.There are many factors that result in absence of clear and reasonable target mode,but the mainest one is the unclear orientation of government's role. And thus, from thepoint of view of modern state-building, the thesis try to study the government's role,and then study the reform and system innovation of public institutions. In details, theauthor thinks that the reform and system innovation of public institutions is the innerlogic of modern-state building. Modern state-building is a process of bi-building ofnation-state and democracy-state. In china, however, this bi-process is unbalancedbecause of the particularity of his modernization. Just because of this, there is thefoundation and transition of public institutions system. And thus, the thesis points outthe target mode of the reform of public institutions system based on modern-statefurther building logic. That is to say, according to Limited-state building logic, thetarget mode of the reform of public institutions system is to construct modern publicinstitutions system based on the reasonable roles of government, market and society.
