Research On Integration Method Of Emergency Decision-making Process In Multi-events Coupling Scenario

The huge damage that the unconventional incidents had brought draw the attention of all level of government and many scholars. The broken out of various secondary and derivative events is unavoidable during the process of the occurrence and evolution of the unconventional incidents. These events are related in some ways, and the Multi-events coupling scenario is made up of these. The response decision-making active of secondary and derivative events should not separate the response decision-making active of the original emergency. The research on integration method of emergency decision-making process in multi-events coupling scenario is important to make the response to emergency more better and alleviate the hazard of emergency.For research the integration method of decision-making process, firstly, it should be find out that what are the relations of decision-making flows in the multi-events coupling scenario and how to describe and judge those relations. The decision-making process is made up of decision-making activities. Based on the theory of knowledge element, this paper defines decision-making activity knowledge element. Use the5W1H analytical method to analysis the attributes of emergency decision-making activity knowledge element. According the definition of scenario under the "Scenario-Response" emergency decision normal formulas and the theory of knowledge element, analyzes the relationships during the decision-making flow and the criterion of those in the station of multi-event coupling. Then this paper proposes the conflict identification method of event emergency decision-making activities and the integration plots about those relationships in the station of multi-event coupling. And then this paper propose the concrete step of the decision-making active integration. At last, it takes earthquake that follows imprisoned lake, landslide, traffic stop and communication interrupt as the example to show the application of the method proposed by this paper.The purpose of proposing this method is to increase the efficiency of decision-making in the complicated station and the use of resources, provide decision-making endorsement for decision maker.
