| Heshun County in Shanxi Province, as a state-level poverty-stricken county, is located in themountains, weak economic foundation, blocking traffic. The economic development and people’sliving standards are far below the provincial average. The facilities for the disabled are lag behindthe level of the county’s economic and social development. In the process of building a moderatelyprosperous society, to protect and improve the quality of life for the disabled man, building residualsocial safety net seems particularly important. This paper is based on the assumption that the socialsecurity of disabled man is constituted by the government-led system of social security and informalsocial care system.In this paper, based on a comprehensive understanding of the people’s living condition, wehave an investigation on the formal system of social security and informal social care system.According to the investigation, we found that the security situation of disabled man is not optimistic.Mainly because of the formal social security system which has been established, is lack of socialsecurity function. Social care as an additional means of informal social security plays anirreplaceable role. However, the content of social care for disabled man is not rich enough, thesubject is single, and the interactivity of the disabled man and the social care system is poor. Twomeans of support (social security system and social care system) support and affect the survivalsatisfaction of disabled man.Strengthen the responsibility of the local government, leading by the special needs of disabledman to improve the social security system for the disabled man. Improve the social participation,broaden the subject of social care and enrich the content of social care. Change the attitude towardthe disabled man, form a good social atmosphere. All theses measures are taken to improve thesurvival status of disabled man. All this has a very practical significance for building a harmonioussociety. |
