| According to the social historical process of social assistance system and the problem of development, impoverished problem is the main problem of the generation of social relief system. On the basis of continuous elimination of poverty, social salvage system is progressively and perfect. Currently, our country is changing from traditional society to modern society, achievement of reform and opening achievement is obvious, not only solve the13billion Chinese people’s food and clothing problem, but also increase the wealth of society, GDP of average per capita achieves20000yuan of above, gradually moving toward comprehensive and comparatively well-off society. However, due to inappropriate exercise social product distribution rights configuration, and from two urban and rural economic structures, regional development strategy of state’s influence, poverty and inequality is high per capita GDP hide. Still, poverty did not eradicated absolutely, the trend of relative poverty is more and more big, and the degree of polarization between the rich and the poor has long passed the internationally recognized boundaries. At the same time, this kind of poverty gradually from the rural transition to city, performance characteristics for strata, regional. The survival and development of social members as the polarization between the rich and the poor, is facing the problem more and more serious. The government needs to help the social vulnerable groups. Social assistance is the processing of social vulnerable groups the survival and development of the main measures. Social assistance is the social security system important constituent, it can effectively protect every citizen’s right to exist; to improve the living conditions of people, in the building of a harmonious society plays an important role and status.
