This Security Work Research In China

Special care guarantee is an economic guarantee system implemented by the state to thespecific group (soldiers) in the form of litigation. As an important part of social guaranteesystem of the state, special care guarantee has quite an important significance to themodernization construction of national defense and army defense as well as harmony andstability of the society. Currently, with the rapid development of economy, society andnational defense of China, the special care guarantee work has gradually been unable to adaptto the actual demand, many problems and shortcomings have been exposed, so reform anddevelopment are urgently needed.With the special care guarantee work of China as the research target, with the method ofliterature and empirical research and through the summery, combing and analysis on the basicsystem frame of current special care guarantee work of China, development history of specialcare guarantee system since the founding of the People’s Republic of China and special careguarantee system of the developed countries, we analyze the main problems existing incurrent special care guarantee system of China and the reasons for them, in combination withthe basic national situation and future development prospect, we propose the imagination anddemonstration to construct special care guarantee system in the new era in an innovation way.The whole text is divided into five parts:The first part defines the basic concept and its theoretical extension of special careguarantee, makes clear the service target and basic contents of special care guarantee work,points out that the special care guarantee work is characterized by politics, policy,coordination, particularity and contradiction, proposes that the special care guarantee workhas the basic functions of participating in the redistribution of national income, guaranteeingthe basic living standards of the service target and stabilizing the society and also theimportant roles of prevention and maintenance, compensation and recovery, stimulation andpromotion and reducing the national burden as well as dispersing the risks.The second part reviews and summarizes the development course of special careguarantee work of China. The special care guarantee system of the People’s Republic ofChina began in the Red Army period and has experienced an arduous and tortuous from thesystem establishment at the beginning of founding of the People’s Republic of China to overall destruction in the period of “Cultural Revolution” and then to the recovery anddevelopment after the reform and opening to the outside world.The third part gives priority to the combing and analysis to the current situation of specialcare guarantee work of China and further elaborates that with the continuous developmentand progress of economy and society, the special care guarantee work of China faces somenew problems in the actual application of special care guarantee work of China, mainlyrepresented as non-continuity, hysteresis nature, lack of sociality and diversification ofmanagement subject.The fourth part gives priority to the analysis on the composition, development andcharacteristics of special care guarantee work of America and Russia, thus to refine andsummarize their enlightenment to the special care guarantee work of China, mainly includingperfection of laws and regulations, government emphasis, project perfection and obvious roleof social organization.In combination of the basic national situation and special actuality of China, from theaspects of theory and practice and closely centered on the theme of reform and innovation, thefifth part proposes the imagination to construct special care guarantee system in the new era,elaborates the basic connotation, principle and structure of the imagination and givescountermeasures and suggestions, i.e. to further strengthen publicity and education, improvethe cognition degree of all circles of the society, accelerate the litigation of special careguarantee, tamps work support foundation, implement special care fund budget, establish andperfect fund natural increase mechanism to push forward socialization of the guarantee,construct a new pattern of whole society participation, strengthen special care guaranteeinformation construction and improve the scientific and technological level of special care.
