| In recent years,the level of security services for key special care recipients has been greatly improved.First,the number of security personnel has continued to increase;Second,the funds for special care have grown steadily;Third,the special care policy is becoming more and more perfect.However,some units and individuals in society have a low sense of identity with key special care recipients,and their national defense awareness is weakened;Some key special care recipients are dissatisfied,and sometimes take excessive actions to express their dissatisfaction and demands.Through the research on this subject,it has certain theoretical significance to supplement the research on the security service of key special care recipients;It has certain practical significance for maintaining social harmony,supporting army building,safeguarding the legitimate rights and interests of key special care recipients,and enhancing the self-identity of key special care recipients.L District is an important area for Chongqing’s inland open construction,with sustained social and economic development,strong comprehensive economic strength and better people’s material living conditions.In 2019,a "three-level" service organization for retired military personnel was established in L District.The service organization has been in operation for more than one year,and has formed some good experiences and good practices,but also encountered many difficulties and problems.In the research process,the author uses the methods of literature research,questionnaire survey and interview survey to understand the current situation and existing problems of the security service for key special care groups in L District.In the process of investigation,577 questionnaires were distributed and556 questionnaires were recovered,and the effective rate was 96.36%;Interviewing 23 staff members of "three-level" service organizations,collecting and sorting out questionnaire data and interview records,it is concluded that there are the following problems: First,some people do not enjoy the special care policy;Second,some people do not fully understand the special care policy;Third,the effect of honor incentive service is not significant.The reasons for these problems are as follows: First,the lack of coordination among departments,the heavy tasks of the village(community)veterans service station staff,and the low level of protection;Second,the subjective initiative of the staff is not strong,and lack of business trainings;Third,the participation of key entitled groups is insufficient,the honor incentive service form is single,and the publicity atmosphere is not strong.And this paper puts forward some countermeasures to improve the security service of key special care recipients: first,scientifically set up special care departments to protect the legitimate rights and interests of key special care recipients;Second,to changing the concept of work and improve the awareness of special care policies;Third,integrating social resources and cooperate to provide honor incentive services. |
