Study On Social Security Management For The Military In Haigang District Qinhungdao

As an important part of social guarantee system of the state, special care guarantee is implemented by the state for the special group(soldiers) in the form of litigation, which serves for army building and national defence constructions directly. Special care guarantee is the foundation of the development of army and national defence, and it can provide protection for the healthy development of the cause of socialism, is closely related to the fundamental interests of the party, the nation, and the people.Reviewing and summarizing the theories of special care guarantee, fairness and justice, new public service, it provides the Haigang government’s special care guarantee with theoretical guidance. Analyzing the basic characteristics and the feature of the special care guarantee, at the same time, it compares the practices in the United States and Russia, in order to provide the reference to the foreign experience for solving Haigang district work. Further, it clarifies the effect of solving Haigang district government work at present situation, and the problems existing in the process of solving the management.
