Research On Functions Optimization Of Urban Management Department Base On The Perspective Of Service-oriented Government

With urban development and the deepening of reform and opening up in China, the city management is one of the important functions of government, more and more people are concerned about the contradictions and problems in city management which also requires urban management department to carry out the functions of the transition as soon as possible to adapt to the new situation needs. At the same time, the maturing domestic scholars’study the theory of service-oriented government, building service-oriented government has become the target of the reform of our government, in this context, the urban management department began exploration and practice of optimization functions. In these, Jinan urban management department is in the forefront of the country, its approach has been widely recognized by the relevant experts and the masses of the people, known as "the Jinan mode of city management in contemporary China ".Study of Jinan urban management departments in the experience of the optimization process, which lead to the rest of the urban management department in the perspective of service-oriented government to function optimization, solving urban problems, has certain theoretical and practical significance.Firstly, this paper collected and read related literature at home and abroad, summarized and combed the research results, summarized the current domestic status quo of a service-oriented government and the research on urban management department. Secondly, through the analysis of service-oriented government theory, the paper summarizes its connotation and characteristics. Then it analyzes the system and evolution of Jinan urban management department, and this paper introduces the current functional structure of Jinan urban management department.The article focused on an analysis of the case that is function optimization of Jinan urban management department, introduces the innovation and practice of its function,including five aspects of establish the administrative concept that manage the city for people, city management of information transparency, strengthen the public participation in decision-making process, strengthen the service performance evaluation methods, the establishment of people management association as the representative of the social mobilization mechanism and other content. Through contrast with the service-oriented government’s concept, connotation and characteristics, put these functions optimization measures are in line with the requirement of service-oriented government construction.Finally, through the analysis of building a service-oriented government challenges to the urban management department functions optimization, summarized the principles of the urban management department functions optimization was proposed, namely the people’s satisfaction, citizen participation principle and the principle of the responsibility of the government, and then puts forward the urban management department further function optimization strategy:continue to transform the administrative concept and to enhance the quality of team, the urban management work information fully open and transparent, establish the decision-making mechanism of citizen participation and strengthen the role of citizens in the oversight system.
