With the increasing awareness of national maritime rights and interests,the coastal countries integrate law enforcement forces to carry out integrated ocean management and promote the development of marine economy.At the same time,with the continuous development of society,the construction of service-oriented government has become the main direction of our government to deepen administrative system reform.This paper chooses the Dagang marine Department of Cangzhou as the research object in Hebei Basic Marine Department,because Cangzhou Dagang Marine Department is located in Huanghua Port,is the main sea port of Northern,especially in recent years the coal water volume continued to increase,2016 coal throughput leaped to the country first,in addition to professional coal terminals,there are tourism terminals,Liquid cargo terminals,bulk cargo terminals and container terminals,the jurisdiction of the various types of ships,navigation environment complex,in the domestic marine department has a certain representation,so choose the port of Cangzhou Dagang Marine Department as the research object of Hebei Basic Marine Department.This thesis,by drawing lessons from domestic and foreign advanced maritime Management experience,utilizes the theory of public management,such as new public management theory,service-oriented government theory,organization management and so on,inspects the operation status of the comprehensive management system of Dagang Marine Department in Cangzhou,including service idea,culture,organization design,system construction,Management mode and specific management methods,and the management effectiveness of the evaluation,found that the common problems in Hebei grass-roots Marine Department,that is,the society's increasing emphasis on service quality has led to the current marine management of public service products output shortage,but also includes management methods and service personnel failed to update the concept and management methods Based on the idea and principle of the service-oriented maritime construction proposed by the Maritime Bureau of the Ministry of Communications,the main reasons leading to these problems are the problems caused by the basic level maritime management culture,system construction and service flow.Finally,combined with the actual situation of Cangzhou Maritime Management Service object,task and difficulty of work,the paper,based on the National ministry's basic level maritime reform document,redefined the service target,and based on the problem,put forward the improvement plan of improving the maneuverability of Cangzhou Dagang Maritime management system.
