Research Of ISO9001 Quality Management System Standards Introduced To Government Department

The new public management movement called for rebuilding the governments by using enterprise ideas, with the hope of improving the management efficiency.with the purpose of constructing the High performance service-oriented government.It requires that the government staffs should establish the fundamental "people-oriented" and"efficiency"service concept fundamentally. make a thorough inquiry for an new idea of constructing the High performance service-oriented government becomes a significant problem for our country.This study was based on such a background. Introduce the idea of quality management into the government departments will not only help government departments change the traditional concepts, improve efficiency, but also help to promote the administration of government departments, the standardization and institutionalization, and contribute to establish the government's image. Firstly, the paper elaborates the concepts such as government quality, government quality management and other related concepts. Then make a brief introduction to the definition of ISO 9000 family of standards and its four components. Analysis the urgency of changing the traditional thought of government management to build the "people-oriented" service concept. Then explain the necessity that the government departments should implement ISO 9001 quality management system standards from three aspects: China's current administrative problems, the demands of building service-oriented government and the trend of world development trends. Afterwards, from the beginning of the common of the principles of QM and the connotation of high-performance service-oriented government, the paper demonstrates the feasibility of the government implement ISO 9001 quality management system standards. Points out that it is practical to implement ISO 9001 quality management system standards no matter from which aspects. Finally, the paper summarize the obvious effect on the empirical analysis of Family Planning Bureau of Guiyang City ,which has introducted ISO9001 quality management system standards. At the same time, the paper aiming at provide countermeasures and suggestions to the problems during the course of implement ISO9001standard.The author believe that implement ISO9001 is helpful to improve the working efficiency of government and heips the staffs to build up"people-oriented" service concept. Meanwhile it is an effective way to adapt to the trend of world development. Admittedly, bring the idea of QM into public management is unfamiliar for most government departments. different departments should combined with the actual situation of the sector in the way of implement ISO9001.The study is targeted to offer help to those who plan to implement ISO9001 quality management system standards, by performing feasibility and problems study on introducing ISO 9001 quality management system standards into government both in theoretics and practice .At the same time I hopes that it can make an effort to widely popularize ISO9001 quality management system standards in government departments.
