The Corrupt Governance Issues In The County Public Resources Transactions

China’s rapid economic development is inextricably linked with the rapid expansion of the county’s economy, and the realization of fair and efficient public resources management in the county is an important means to ensure the sustained and healthy development of the county economy. In recent years, with the continuous expansion of the county’s economy, the government investment in engineering construction project bidding field and government procurement range continues to expand. Property rights of public resources is unclear, the management model of the industry is not unified,the market competition is not sufficient and the transaction process is not standard and other factors, resulting in types of frequent conflicts and interests in the transaction process of the county public resources, which become disastrous area of corruption. Those corruption actions, which are directly encroached on the credibility of the public sector and intensified social contradictions, seriously affected the healthy development of county economy.As one of the Top100Comprehensive Power Counties in China, HT County possesses frequently traded public resources. In order to prevent and curb corruption in the transaction process, HT County conducted a series of Marketization Reform of public resources, strove to block the chain of rent-seeking public power to ensure the publicity and service functions of public resources. However, the transaction management reform of public resources in HT County is not yet mature, there is still a wide disparity compared with the advanced domestic areas of public resources transaction management. This article, using the county public resources as a starting point and the basic ideas and concepts in the Public Management, makes a thorough and systematic research on the corruption problems in the county’s public resources transaction. Focusing on the areas and links which are prone to a forcing house of corruption, combined with the delimitation of property rights theory, cost-benefits theory and entrusted agency theory, this article gives a qualitative analysis of the current problems existed in the county public resources transaction process and dissects the reasons of corruption from the political, economic, cultural, and psychological factors. Based on learning from experiences in advanced areas of public resources transaction management, it also proposed specific measures and countermeasures to prevent corruption in the county’s public resources transaction.Using the cases of public resources transaction process in HT County, the article attempt s to form a theoretical framework of preventing corruptions in the county’s public resources transaction, by means of analysis of corrupt practices, and provides recommendations for efficient use of public resources and realization of the dual objectives to the source of corruption.
