An Analysis Of Innovative Practice Of Social Governance In Counties In Ethnic Minority Areas

The innovation of county social governance in ethnic areas is conducive to solving the problem of unbalanced and inadequate development.Innovation leading requires not only scientific and technological innovation,but also innovation in county social governance,giving full play to endogenous resources in ethnic areas and stimulating endogenous forces.It is beneficial to modernize the governance system and capacity of our country to use the characteristic resources of ethnic areas for county social innovation.How does the innovation of county social governance utilize the endogenous resources? What does it be achieved? What are the limitations of this approach? Based on the cooperative governance theory and the good governance theory,this paper discusses how to avoid the involution of the county social governance innovation from the perspective of public management.Based on the case study of social governance innovation in Y County,Guizhou Province,this paper has conducted interviews and participated in observation,collected the relevant data of social governance innovation in ethnic areas,and analyzed the model of social governance in Y county and the relationship between the various elements in the whole process of innovation.It is found that the resources and advantages of innovation practice of social governance in ethnic areas are mainly used by ethnic customs and traditional festivals.The advantages are: first,the authority of the national tradition.Second,the national village rules and regulations.Third,the cohesion of people's minds,good mobilization.Fourth,the use of tourism,to promote economic development.This paper analyzes the resources,advantages and performance of social governance innovation in Y County,and then forms a comprehensive understanding of social governance innovation in ethnic areas.Finally,we find the limitations of social governance innovation in the counties of ethnic regions,among which the limitations of the use of resources within the counties mainly include the lack of the ability of the main body in the use of resources,and the idea of the main body of governance has not yet changed.The innovation of county social governance is not vigorous enough,and the internal resources of social governance innovation are not integrated.The limitations of the sustainability of county-level social governance innovation mainly include the monotony of social governance innovation methods,the institutional constraints of social governance innovation,and the high cost of social governance innovation.Other limitations of county-level social governance innovation mainly include the lack of fault-tolerant and error-correcting mechanism and the weak stability of social governance innovation.In view of these limitations,this paper puts forward the ideas of making policies to guarantee the social governance innovation in the counties of ethnic minority areas by using endogenous power,drawing on external resources and integrating endogenous resources.Strengthen the ideological education,stimulate the innovation vitality of governance,enrich the methods of governance innovation,improve the error-tolerance and error-correction mechanism to optimize the path of social governance innovation in ethnic regions.
