With the development of economy and social progress, Chinese form of ownership is from single to diversified development and the social structure changes in the original social class restructuring, gradually formed the different interest groups. At the same time, with the increasing degree of Chinese political democracy, the consciousness of citizens express their own need to strengthen gradually and they want to through participation in public decision making for its own interests focus. The different interest groups have the right to represent the interests of their own group, to participate in public decision-making and influence the public decision-making through variety of ways.This paper uses methods such as literature review, case analysis, the theoretical assumptions analysis of interest groups to participate in public decision-making role in qualitative and introduces the role of interest groups to the public for the first time in the decision-making process. It is the ultimate goal of the article that how to role for interest groups to make public decision-making to achieve the optimal effect from the perspective of cooperation. This paper proposed assumed that the different interest groups process plays the role of the success or failure in public decision-making and effect the public decision-making and analyzes the role basis of government, non-governmental organizations, enterprises, social public different interest groups in the process of participation in public decision-making. Through two cases, which are the pilot protection of Li Ziba village protocols and Nujiang dam project, the paper based on the role of different interest groups analysis in public decision-making, in order to improve the effective participation of public decision-making groups and optimize the effect of public decision-making continuously.
