The concept of interest groups originated in the United States and it is from the concept of "Group".Interest grouops usually means an organized formal groups in order to achieve specific political purposes, intend to unite to influence policy process.Now the impact of their influnce and participation in the political process has attracted wide attention. The theory of interest groups have experienced the development of "Pluralism","Elitism" and "Pro-pluralism". With the mature of the theory of interest groups in the United States.the European scholars apply the theory to new European Union(EU) conditions based on the theory of the United States.Neither a federal state nor an traditonal international organization, the EU is emerging the multi-level governance model, which makes the EU level interest groups in the original investigation to break the framework of nation-state system and analyse the issues basis on the complex, multi-level system of the EU decision-making. The interest groups in EU is competitive and make the games each other at state, EU and supranational level. Hence, face to the research of interest groups in EU, we should analyse the issues under the context of multi-level governance and the EU decision-making mechanism.The development of the interest groups in the EU has the dimensions of the time and space and it is relative to the reforms of the EU institutions and the decision-making machanism. From the 1960s'ECSC, the SEM in 1985, the SEA in 1986 to the establishment of EU in 1993, the interest groups are always continous developments and changes with the EU multi-level governance, besides they establish many organizations at all the levels such as the channels to transnational and national institutions to persue to paticipate in the EU decision-making system and the transnational and national policy networks.The multi-layered, decentralized, and the differences in the EU governance make the EU interest groups more diversity in the future. With the increasingly decentralized and refined interest grouops, many kinds of interest groups in EU have more opportunities and chances to involve in the EU decision-making system. From the views of Justin Greenwood, the EU interest groups influnce the dicision-making by the channels of the Commission, the Council, the EP and the ECJ and the other channel is "national route" which means influce EU policy by the member of nation state and their parliments. Due to the special nature of EU decision-making, If the interest groups want to make successes in EU level, they must have their approches, strategies,techniques and the principles based on the experience of the United States. Business interest groups and public interest groups is a case analysis of specific performance In the thesis.The thesis is divided into eight chapters.The part of the introduction analyse the concept of the interest groups, representation, civil society and lobbying as well as their development in the EU.The chapterll trace the development of the interest groups theory and define the groups of types,activities.capital and the strategies. The chapterâ…¢is to define and analyse the theoreis of multi-leve governance, interest groups and the EU decision-making machanism and grasp the concepts and theories of interest groups on the basis of the interest groups under the management of multi-level analysis of the mode of interest groups in EU decision-making mechanism and the relationship between the EU interest groups and the EU decision-making system. Chapterâ…¦conclude the sucessecful factors and conditions of the activities of interest grouops, supplementing by three case studies.The last chapter analyze the democracy of output and input and the solution to "democratic deficit" in EU and the improtance of participation of all citizens. From the analysis, it's useful for us to improve the national images and soft power in the international society.With the development of multi-level governance mode and the increase of intereste groups in EU, we will face the new issue about the interest groups and the their impacts in the EU decision-making system.
