The new era requires high-quality human resources,and high-quality human resources require high-quality human resources services.Human resources public service is an important component of the human resources service and plays a key role in improving the quality of human resources service.This article adopts literature research method and empirical research method to conduct research from four aspects.The first is to defines the concepts of human resources,human resources public service,etc.The theoretical basis for introducing this article is the new public service theory,human capital theory,and market failure theory.The second is to analyze the current situation of human resources public service in W District of Wuhu City by conducting an empirical study on its main human resources public service institutions: Public Employment and Human Resources Service Center,and W District Talent Development Group,and analyzing the main measures and achievements of human resources public service in this district.The third is to analyze the problems existing in the development of human resources public service in W District of Wuhu City.Based on the empirical research results,this paper sorts out the problems encountered in the development of human resources public service in this district from five perspectives: policy position,service content,service process,service team,and supervision mechanism.The fourth is to propose countermeasures and suggestions for the human resources public service problems in W District of Wuhu City.In view of the problems,the countermeasures are put forward from five aspects.First,it is necessary to strengthen the top-level design,optimize the development mechanism of human resources public service,timely update policies to adapt to changes and development,and establish a sound incentive policy guarantee mechanism.Second,we need to enrich the content of human resources public service and carry out the whole process of human resources public service.Third,it is necessary to smooth the process of human resources public service,strengthen the informationization construction,promote the informationization of service methods,precise service content,and simplify service processes.Forth,we need to improve the construction of professional teams and improve the quality of human resources public service.Last but no least,it is necessary to strengthen supervision and accountability,promote the implementation of policies,strengthen the guidance for human resources service intermediaries,and give full play to the role of "enterprises as the main body,market as the lead,and government as the guidance" for human resources public service.Based on empirical research,this article analyzes the problems of human resources public service in W District and puts forward countermeasures,which can provide a reference for improving the quality of human resources public service and promoting high-quality regional economic and social development.
