Economic globalization is speeding up the process of development of human resources management, so that human resources become the focus of national competition. Public human resources management is also facing new challenges. It is requires constant innovation and improvement to keep up with the demand of social development. In the Implementation of public policies, human resource management has an important position and role, but also one of the most basic elements. Therefore, to focus on aspects of public human resources management that has very important significance. Public human resources management system improved and perfected can stimulate the enthusiasm of staff and strengthen the organization's cohesion and improve the efficiency of policy implementation.Currently, in the implementation of public policies, because of many reasons, there are many human resources management system are incompatible with the modern social and economic development, such as Management system is rigid, rule of man is serious, etc. It is lead to optimal allocation of human resources and human resources management efficiency is not high. Therefore, it is become an important issue that sut up a scientific and effective human resources management system, promote China Public human resources management system improved and perfected, promote the smooth implementation of the policy.In this paper, first, it summarizes the definition, content and characteristic of the public policy, public policy implementation, human resource management, public policy implementation body, etc. We should research that the overall quality, the interest orientation, the level of acceptance of public policy of the Subject of Public Policy Implementation how to impacts on the public policy implementation, outline that public human resource management is very important in policy implementation. Second, because of the old concept, single management content, unscientific management methods, etc. in the human resources management of public policy implementation, there are many shortages such as the management is very random, the quality of management is not high, etc.. However, in order to improve the current status of human resource management and the level of human resource management, remove obstacles to the implementation of public policy, we need to find an important way and feasibility of measures to increase the efficiency of public sector human resources management. This way is updating Management concept, fully awaring of the importance of human resource management; Improving human resources management and increasing the overall quality of the Subject of Public Policy Implementation; Establishing a sound human resources management system, improving the management efficiency; Innovating in the cultural environment of the Public policy, establishing responsibility type, system type, learning type Cultural Policy, to ensure public policy objectives.
