The Exploration For The Elements Of The Government Credibility Under The "People-oriented" Perspective

In recent years, the credibility of the government has become the focus of socialattention, and has become a hot issue in development of our society stage. Thecredibility of the government relfects the trust and satisfaction of the masses of thepeople to the Government’s work, is an important support to promote social harmonyand the benign operation of the government, is also an important way of shaping agood image of the government. Thus, to enhance the credibility of the government isone of the major issue of the current Government faced in the process of socialconstruction.China is a socialist country, its essential character is to enable the people tobecome their own masters and make the state power held in the hands of the masses.All the powers of government are granted by the masses of the people, the purpose ofthe government’s work is to serve the people, to help the masses to solve the variousproblems encountered in life，and bring the socio-economic development of thesuccessful results to beneift the broad masses of the people. Whether the Governmenteffectively in accordance with the purpose of serving the people for the people act isnot decided by the government itself, but should be by the masses of the peoplethrough their own feelings to be tested and evaluated. Most can objectively truerelfection of the people on the work of the government of the subjective evaluation isthe credibility of the Government. Can be said that the credibility of the Governmentbuilds up a bridge between the people and the government which is used forcontacting of communicating with each other, which can help the Government clearlyrecognize that in the process of serving the people there are what are the weaknesses,and in the interactive process more deeply established the people’s principal position.With China’s “people-oriented” has been establish as a new concept of governance, this idea to be implemented to all aspects of practical work，will meet thefundamental interests of the broadest masses of people as the center of their own work.The Government take the subjective evaluation of the masses of the people as the solecriterion for testing their work whether hits the target.“People-oriented” can notbecome a slogan, it must be deeply rooted in the minds of oiffcials at all levels,oiffcials at all levels should take the effective action to make the people feel that theGovernment sincerely serves the people, efforts to help the masses of the people tosolve the encountered problem in life. Only in this way, the government can get themore support of the masses, the credibility of the government could be effectivelyimproved. Therefore，to enhance the credibility of the government must be from theperspective of “people-oriented”，in order to research what are the elements that themasses of the people evaluate the credibility of the Government, and which aspects ofthe govenrments、work make the people feel dissatisfaction. This will not only helpthe government to work out the next focus of the work, but also help the masses of thepeople to maintain their personal interests.In this paper, taking the “people-oriented” as a research perspective, beginningfrom the theory of the credibility of the Government, to analyze the relationshipbet“ween people-oriented” and the credibility of the government, to explore theconstituent elements of the credibility of the Chinese government. With exampleanalysis to iflter elements of the credibility of the Chinese government, combined theexpert questionnaire results to determine what three primary elements, which are theperformance of the functions of the government, effectiveness of the Governmentperformance their duties, extent of citizen participating and determine what tensecondary elements, which are decision-making, the implementation of policies,building duty mechanism, the government administrative capacity, the level ofgovernment services, the extent of the clean government, democratic elections,democratic decision-making, democratic management and democratic supervision.The use of AHP to determine the weight of each constituent element, taking Chengduas the research object, by the consistency test to determine the rationality andfeasibility, then estimates the credibility of the situation in Chengdu. An EmpiricalAnalysis of drawn: First, the credibility of the overall situation of the ChengduMunicipal Government at a good level; Second，extent of citizen participating gets arelatively high score in the three constitute elements; Finally, decision-making gets arelatively high score in the ten secondary elements. And there are four secondaryelements which get a relatively lower score，they are the implementation of policies, the level of government services, the extent of the clean government and democraticmanagement. According to the results of empirical research, author propose fouraspects of the suggestions to enhance the credibility of the government, which are tostrengthen policy enforcement, to improve the level of government services, to perfectthe construction of an honest and clean government, to development of democraticmanagement.
