Empirical Research On Distribution Mechanism For State-owned Assets Of University

State-owned assets of university are very important components of Chineseadministrative units. Overall quality Level on administrative institutions decided by it’smanagement quality to a great extent. Since the market’s rapid economic development,state-owned assets of university appeared more steep growth. At the same time,allocation management of the state-owned asset also exposed various problems.For this purpose, this article choose the state-owned assets management activitiesas the research object, and through the related theory and research method of themanagement analysis, then construct the distribution and evaluation index system ofstate-owned assets in Chinese universities. On the basis of the literature research, thearticle put extensive empirical analysis and research on state-owned assets managementform present situation, problems and evaluation system, management mechanism aswell as the countermeasures. This article mainly has the following five parts:(1) Through the research of related literature, establish the research method for thisarticle.(2) Using the method of system engineering, analyze and integrate survey data;And combed present situation and the question on state-owned assets management ofour universities; For analysis and evaluation on the fixed assets of universitydistribution system and provides the theoretical basis and perspective on establishingefficient management mechanism.(3) Sure in the key factors in fixed assets distribution of Chinese universities, explore and establish the corresponding evaluation framework. In this paper based onthe study of the domestic and international documents, using Delphi method andanalytic hierarchy process (AHP) method, screening and extracts evaluation factors onthe fixed assets distribution management of university and the index weight,constructing evaluation index system on the fixed assets management of Chineseuniversity to conform to the present situation, for the management of state-owned assetsin institutions provide reference work.(4) Analyzed possible risks and preventive measures to the management ofstate-owned assets in institutions work, and to improve the management of state-ownedassets in institutions some countermeasures. Including efficient and reasonableallocation of resources, reduce the idle and loss of state-owned assets, perfect theresources and information sharing, pay attention to and strengthen the basic work andaudit supervision and so on, for the state-owned assets management work provide thebeneficial reference.(5) Selected public housing on second level departments of J University as theresearch object, and classified public housing, then gave the accounting methods ontotal amount in distribution management of public housing and the fixed area of allkinds of public housing. In the end, the paper analyzed the elements to consider whenconstructing and using public housing of universities. Public housing managementpractice principle of "rationing, difference of compensation" on distributionmanagement to provide some basis and the reference.
