Research On The Efficiency Management And Evaluation Of State-Ownedassets At Universities

The state-owned assets in colleges are the important material guarantee totrain talents, scientific research and other work. It is also important part of thestate-owned assets. Scientific management of the state-owned assets, completesthe assets management work effectively, and maintains the assets safely andintegrally，which are significant to colleges rapid and healthy development. Inrecent years, with the scale of the university expansion, the country stronglysupport for the education increase, the total amount and the proportion ofstate-owned assets in colleges are increasing day by day. However, the suitablestate-owned assets management in colleges is lag behind. Especially the effectivemanagement has been ignored for quite a long time. For example, assets effectiveconsciousness deficiency, the low efficiency of the assets, loss of assets and otherserious problems still exist. Therefore, how to strengthen and improve thestate-owned assets effective management, improve efficiency in the use of theassets and other aspects, have become the current urgent theoretical and practicalsubject.This paper is on the basis of the theory of asset management, from differentperspectives of the theoretical and practical analyzes current the state-ownedassets effective management, points out the main problems existing in theperformance management, Sets up the system of evaluation indexes and standson the actual situation of the assets management in colleges, studies thestate-owned assets effective management, establishes the state-owned assetseffective management innovation, so as to give the state-owned assetsmanagement provides some academic value.This article is divided into six parts. The first part is the introduction of thispaper. It introduces the research background, significance and the domestic and foreign research review, and identifies the research content and research target,made clear the research thought, research method and plans to break through thekey problems, also points out the innovation and deficiency. The second part ofthe paper elaborates the state-owned assets effective management in colleges andthe relationship between sustainable developments. For higher schoolstate-owned assets’ meaning, the role and part of the state-owned assets effectivemanagement and its sustainability carries on the detailed analysis. The third partis analyzes the state-owned assets effective management present situation, themain content of the state-owned assets, include the state-owned assetsmanagement system development process, organization setting and managementmode. Thus, I will detail study the current existing problems and the causes intwo aspects. The fourth part, by using analytic hierarchy process, I will constructof state-owned assets management evaluation index system, and take HuaqiaoUniversity as the example, in order to achieve the results qualitative andquantitative analysis. The fifth part is the state-owned asset benefit managementsolutions. This part is mainly to the establishment and improvement of thecollege state-owned asset benefit management system. It is the core with threemanagement mode, three management process as well as the three safeguardmechanism. The sixth part is a summary of the thesis analysis and futureprospects of state-owned assets management.
