Recently, the credibility of government statistics has become a topic ofconcern by the general public and the community, a series of inconsistencies,deviation from reality, the falsehoods statistical data to the general public at aloss. Statistical data for these or conflicting, or deviate from reality, confuse notonly the basic objective facts of China’s economic and social understanding andfeelings of the public, is not only related to the statistics released thedepartment’s own survival and development, but is it for the entirethedevelopment of national economic and social science will play a huge negativeeffect.More serious, have been questioned in the face of constant exposure to"fight" the data, the public credibility of government statistics, statistical dataand relevant government departments have suffered a "crisis of confidence". Thestudy cites Lawrence Barton, the American scholar on the definition of theconcept of "crisis":"crisis is a cause of the potential negative impact with theuncertainty of events, this event and its consequences may be the organizationand its personnel, products, services,assets and reputation of causing enormousdamage". We try to understand the credibility of government statistics from the Barton’s interpretations of the concept of crisis.In this, the government statistics, as the organization (ie government)products, the products by the public questioned a negative impact on theorganization. Barton’s theory to expand the scope of the negative impact to theorganization’s reputation and credibility of this study, the reputation andcredibility of the government’s broad point is, that is, the credibility of theGovernment; a narrow point is the credibility of government statistics. Setaccording to the purpose of this paper standing in the position of academicneutrality, crisis management perspective through literature review, case studies,field interviews, Robert Heath4R model as the basic theoretical support fromthe Census and Statisticsdata credibility of the "crisis" occurred before, duringand after the three main line of the two cases occurred in domestic in-depthanalysis of interpretation and to make appropriate suggestions.The research framework of this thesis is: The first chapter is theintroduction. Explained the papers topics to consider and study motivation, andto set research objectives, research significance, combing the thesis structure,the selected research methods, and identify research priorities. The secondchapter is a literature review and theoretical applications. Major internationaland domestic literature retrieval, grooming, digging the theoretical basis andpurpose of this thesis. The third chapter is a small sample of interviews, theactual situation on the credibility of government statistics and finishingInterview Record, analyze the interview material. The fourth case studies. Cited in recent years occurred in the domestic real case analysis and interpretation.The fifth chapter is the first four chapters of the research on the credibility ofgovernment statistics based on crisis management point of view put forwardcountermeasures and suggestions. The sixth chapter is the conclusion.
