Research On Credibility Of China's Government Statistical Data

According to research background of the credibility of government statistics, I find it is a complex theoretical issues, also a major practical issue. With the development of Chinese socialist market economy has established, the government statistics is more and more important, which exist in scientific decision-making and strengthening macro-control.To face of constantly changes of the multiplex opening social structure and international environment, the statistics to be compare of the quality of government statistics and the relevant requirements of the international statistical guidelines have some distance. In order to supply more excellent transparent government statistics with the public, our government statistics must standards with international as far as possible. It is necessary to our government statistics and the causes of problems in a systematic in-depth inquiry as well as to find feasibility solutions.This thesis makes a carding and excavation of resources on relevant theory of credibility of government statistics, purifies and summarizes the thoughts of scholars. In this way, this part provides historical premise together with theoretical resources to the research of the credibility of government statistics. By defining concepts of government statistics data and the credibility of government statistics, this part discusses subjective and objective factors of the impact of the credibility of government statistics. Finally, we analyzes content of the credibility of government statistics, such as reliability and validity of the value of government statistics,reliability and validity of the policies of government statistics,reliability and validity of the behavior of government statistics,reliability and validity of the performance of government statistics. This part of theoretical explanations for the credibility of government statistics should provide a natural state.The next part mainly introduces problems of the credibility of government statistics according to current situation of the credibility of government statistics, and analyzes causes of influencing the credibility of government statistics form statistical system,statistical agencies and functions set,monitoring mechanisms and liability mechanisms and the quality of statistical personnel and so on. The detailed countermeasures to solve improving the credibility of the government statistics data have been put forward in the last part, which is the core part in this thesis. Detailed countermeasures consists of five aspects as follows:establishing the correct values, promoting the reform of the government statistical system, mechanisming to promote the reform of the census and statistics, sounding statistical work legal construction and perfecting the government statistics management.
