For the campus prosperous culture, building science and technologyatmosphere, subsidizing the graduate student engaging in the scientific researchactivity, raising independent scientific research ability and innovative ideology, BJUThas open the graduate student science and technology fund in2002, and carried on thescientific innovation prize in the same year. Until present, the school invested fundamount to10million Yuan, has obtained several thousand achievements in scientificresearch. To fatherly carry out the innovative activities, construct graduate studentscientific innovation system, enhance graduate student’s innovative spirit andinnovation ability comprehensively, it is necessary to make accurate comparison andappraisal on graduate student scientific innovation funds, establish efficiency ratingindicator system scientifically and reasonable, and carry on the objective appraisal onschool scientific research activity which has brined the progress on technical fund andscientific innovation prize, so as to provide the powerful reference for BJUT constructing into world famous and high level research university.The scientific research achievements are important evaluation criteria for raisingthe university scientific research level and the innovation ability. This article from fiveaspects to launch the analysis on scientific research efficiency of Beijing University ofTechnology (BJUT): First, based on science and technology fund of BJUT, pointingout the research subject on the scientific research achievements of BJUT. In2002,BJUT had opened the graduate student science and technology fund, and started tocarry on the scientific innovation prize evaluation in the same year. Based on thisbackground, analysis the influence from science and technology fund and thescientific innovation plan, propose this article studies significance. Second, introduceDEA measure model on scientific research achievements. To inspect BJUT’s scientificresearch achievements comprehensively, the paper first according to the economic,the management science related theory, decomposes the scientific researchachievements into types for technical efficiency, scale efficiency. Third, elaborate thenecessity and feasibility of scientific research achievements appraisal, introduces thebasic connotation and theory basis on scientific research achievements appraisal,selective analysis connotation and function of scientific research achievementsappraisal. Fourth, carries on the empirical analysis to BJUT’s scientific researchachievements. Firstly, used the data of2009to carry on the vertical analysis, estimatetheir technical efficiency, the scale efficiency as well as the scale reward situation;Then from the technical fund, the innovation plan and the scientific innovation,constructing different delivers target to carry on the contrastive analysis. Fifth, makefuzzy clustering analysis on the scientific research efficiency. To differentiatescientific research efficiency of various institutes effectively, enhances the level forschool edition reform policy, this article applies the fuzzy clustering, carries on thecluster analysis to various institutes’ scientific research efficiency level.
