As the prerequisite of scientific research and material basis, scientific research project fund is of great importance for colleges and universities to improve science and technology innovation ability. To strengthen the use of performance evaluation of scientific research funds, can not only ensure the rational use o f funds, but also promote the innovation efficiency of scientific research in colleges and universities. Meanwhile,on the scientific research project funds,to construct the performance evaluation index system is the heart of the scientific evaluation.Based on the theory of efficiency, this paper choose the university's scientific research fund as study object, and use the reference of assessment results at home and abroad, to analysis the factors that influence the efficiency of the university's scientific research funds. At the meantime, explain the fuzzy analytic hierarchy process, and use the method to form a series of principles and evaluation methods of evaluation of university scientific research funds, and builds the evaluation index system of scientific research funding management through analytic hierarchy process. After that, the paper choose H university as a case, to evaluate and analysis the efficiency of the university's scientific research funds. According to the result, the paper put forward some advices to provide a new thought for university management.The purpose of this paper is to investigate the application of the scientific research fund in colleges and universities, increase the fund-using efficiency, and promote the steady improvement of science and technology innovation ability.
