Nowadays, The "school choice" of the education’s secondary stage inPingdingshan City mainly in two forms: First, choose the focus of inter-county highschool in the county or city close to the school district; Second, choice the schools onfocus of trans-regional or inter-provincial off-site excellently. Trans-regional schoolchoice is a selectively process that some parents within the economic capacity to bearto let their children enjoy a better quality education than the local school educationalresources, so they send their children to the regional central school or the elite schoolnear the capital city which has strong radiation. The phenomenon of trans-regionalschool choice is a new unequally brium. This thesis is dedicated to analysis aparticular phenomenon on the study of School Choice and it’s also an angleinnovation of the study.In this study, it based on physical and mental development of education law andhuman law, it used of psychology, developmental psychology, and theoreticalknowledge to analyze and carding and thus better be able to more deeply analyze thepositive and negative impacts of trans-regional school choice for students and social;to explore in what ways to promote the equity in education from the perspective of thebalanced quality of education, then analysis it rationally; Pingdingshan City schoolchoice status quo in the field survey question naires, individual interviews andin-depth observation of a variety of research methods, on this basis, to collate thecity select high school students’ school choosing problems and a negative impact forsocial,then to indicate that how to transform weak schools in the city, and propose theappropriate construction standards of schools and school districts to develophigh-quality resource sharing mechanism to reach the equilibrium of educationalresources, and promote fairness in education of the correspondingly EducationManagement Countermeasures. It’s of practical significance in the development ofPingdingshan’s education.This paper argues that the school choice of Pingdingshan City is a tune with the times required for a spontaneous phenomenon, after10years of existence anddevelopment of rational elements in the existing education system, it should be traitedin a rational view. Everyone has the right to choose more useful for their owndevelopment, the ultimate meaning of education itself is also better to people’sdevelopment. For school choice, the behavior of school choice itself is also a kind ofunderstandable that contribute to people’s own development and social long-termdevelopment’ things. Currently, the city’ center of gravity of all education should bein-depth understanding of the contradiction lies in the relationship between supply anddemand of educational resources for misconduct in the school choice process andmeans to reasonably regulate and manage, or even relevant laws and regulations canbe enacted to regulate execution. From various ways making greater efforts totransform weak schools, so as soon as possible to reach the equilibrium of theinter-school educational resources to promote educational equity, and promote betterdevelopment of regional education.
