Balanced allocation of educational resources is the premise of realizing educational equity.School physical education resources are the premise and foundation of the development of school physical education,especially in the stage of compulsory education,they are also the important guarantee for the implementation of all physical activities.The balanced allocation of school physical education resources can reflect the balanced development of compulsory education,which is an overall and strategic task in the process of promoting educational equity,narrowing the gap between urban and rural areas,and rationally allocating educational resources.Based on junior middle school sports resources between urban and rural areas of pingdingshan city in henan province as the research object,USES the method of documents and materials,comparative analytic method,questionnaire survey and other research methods,this municipality(excluding ruzhou)of junior high school of 172 junior middle schools,selecting 20 urban and rural middle school sports resources analysis,from the manpower and material resources,financial resources,information resources and sports time situation investigation,discovered this city junior high school sports resources exist the following problems:(1)There is an imbalance in the allocation of human resources between urban and rural junior middle schools in Pingdingshan city,and there is a big difference in the allocation of PE teachers.Physical education teachers in urban middle schools tend to be young teachers,and the imbalance of female physical education teachers in urban and rural areas,the proportion of female physical education teachers in rural middle schools is seriously unbalanced,and the educational background of urban physical education teachers is slightly higher than that of rural middle schools.Township junior middle school physical education teachers workload and income is not proportional to.(2)There are differences in the allocation of material resources between urban and rural junior middle schools in Pingdingshan.Township junior middle schools are greatly different from urban junior middle schools in terms of track and field field,track specification,track material,type and quantity of equipment,etc.At the same time,there are differences in students' utilization rate and satisfaction with field and equipment,and the utilization rate of urban and rural junior middle schools is insufficient.(3)The allocation of financial resources of urban and rural junior middle schools in Pingdingshan is insufficient.In addition to equipment,urban middle schools spend more on sports competitions and activities.The proportion of sports funds in the total funds of township junior middle schools is lower than that of urban junior middle schools,and the overall sports funds of township junior middle schools are not as good as those of urban junior middle schools.(4)There are obvious differences in the allocation of information resources between urban and rural junior middle schools in Pingdingshan.The information amount of sports information obtained by urban junior middle schools is much larger than that of township junior middle schools,and the utilization rate of sports books of township junior middle schools is slightly better than that of urban junior middle schools.There are also differences in the application of multimedia and network teaching.The basic information of urban junior middle schools is more perfect than that of rural junior middle schools,which is more conducive to teaching with the latest teaching methods.(5)There is an imbalance in the allocation of time resources between urban and rural junior middle schools in Pingdingshan.The physical education of township junior middle school is more serious than that of urban junior middle school.Urban junior middle schools are more reasonable than township junior middle schools in terms of sports load.Urban middle schools carry out characteristic sports in after-school training,which is much higher than township middle schools.Make the following Suggestions:(1)Actively introduce high-quality talents in sports and focus on developing school sports.Improve the welfare and treatment of pingdingshan township junior middle school physical education teachers;Deepen the cooperation between urban and rural junior middle schools and strengthen the communication and learning between urban and rural junior middle school physical education teachers.(2)Implement the school leadership and supervision responsibility system,actively implement national policies and systems,and strengthen the construction of school physical education infrastructure.Township junior middle schools in Pingdingshan city shall,in accordance with the relevant rules and regulations of the government,improve sports equipment and sports venues and other infrastructure,and guide all teachers and students to take good care of sports venues and equipment.(3)Rationally allocate funds for education and increase funds for sports.Pingdingshan city should increase the financial input to township junior middle schools,and at the same time fully mobilize the enthusiasm of social support education,encourage and guide social forces to donate money for education,so as to ensure the physical education resources of township junior middle schools.(4)We will strengthen efforts to develop modern information technology.Promote the construction of modern information resources in urban and rural schools in Pingdingshan city,and perfect the modern teaching equipment of township junior middle schools.(5)Establish a teacher teaching evaluation system mechanism.Pingdingshan urban and rural schools should not only regularly publicize the benefits and significance of physical education,but also constantly improve the quality of physical education,enhance the interest and innovation of physical education.
