At present, the ageing of population becomes a very hot topic, and more and more people are spending their time on researching into how to solve this problem. Comparing with other aging country, China has been not rich yet. Nowadays China is developing at a very high speed, but the arrival of aging is more likely to reduce the speed to an intolerable level. As an international organization, the WHO elaborates on active aging, from a public health perspective. The WHO Policy Framework on Active Ageing presents the challenge of rapid ageing population and it discusses the concept and the rationale of the active ageing. WHO defines active ageing as "the process of optimizing opportunities for health, participation and security in order to enhance quality of life as people age". Active aging is the idea that policies encourage and enable people to participate actively in social, political and economic life. In China, the discussion on how to build active aging system has never been conducted profoundly and systematically. Thus, this thesis is aimed at explaining this difficult and challenging topic in a systematic manner, with the hope of contributing to the reform of aging policies.This thesis retraces the origins of the notion and the reconstruction of the issue by the international organizations in order to promote active strategies for older workers. The reformulation of the notion of active ageing leads to ambivalent strategies in the different European countries. Then, the thesis shows that there are three different interpretations of the issue of active ageing, which induce three different kinds of active ageing strategies, and reflect the characteristics of the three worlds of the welfare state (Esping-Andersen 1990). Final, the thesis describes and analyzes the aging situation in China, and discusses the goal, pattern and plan of country active aging policies. The main parts of the thesis are as follows:(1) The context of active aging policy.(2) The definition of active aging policy. (3) The analysis of active aging policy in Europe.(4) The description and analysis of aging situation in China.(5) The discussion of goal, pattern and plan of active aging policies in China.Based on previous research and politic, economic and sociological analysis methods, this thesis come to a conclusion:active ageing is suited to Chinese internal and external institutions. Due to the limitation of the thesis structure and author’s competence, there are still some questions to be studied. In the end, I will feel greatly honored if this thesis could trigger the discussion of other more valuable views of active ageing.
