Special education is an important component of our national educationalsystem. Teacher qualification can effect special education’s quality directly.Solving the ranks of teachers’problem is the key of improving special education’squality. This article which adopts methods such as questionair; interviews;observations; consult documents and materials and so on surveys and analyzesseven special schools and special education teachers in Taian. Special educationteachers’current situations are as follows:1. Teachers’basic situations: the quantity of teachers is not enough especiallyprofessional teachers such as rehabilitation; psychology; music and dance; thestructure of teachers’age is basically reasonable, but the young teachers are notenough; teachers’educational level is lower and professional quality is poor; thestructure of teachers’professional post is basically reasonable, however, whichcan’t meet the need of requirement; teachers are more positive in teachingactivities, however, their negative spirit is also obvious; teachers are more stressful,which mostly comes from the students’speciality.2. Teachers’professional quality: recognize teacher’s role rightly;teachers’understanding knowledge exists diffierence, which results inteachers’difference in self evaluation of their own knowledge;teachers’ablity ofusing teaching equipment is not adequate; teachers strongly wish to try newteaching methods but they don’t clearly know teaching methods; they think highlyof scientific research and have strongly desire to do it, but it is difficult for them todevelop; their consciousness of ego-develop also have mush room forimprovement, lacking of information and material, limited ways which influentsthe effects of ego-development.3.Teachers’in-service training situations: due to the limits of training contentand ways, teachers’in-service training obtains worse effects, though teachersstrongly wish to accept the training, the need of teachers’in-service training is difficult to meet.The factors which results in special education teachers’current situation in taianare mainly as follows: composition of talented person is restricted; the origin ofteacher is limited; special educational institution has defect; lack of specialeducational profession lowers the actual effects of in-service training; specialeducational teachers’working has particularity; special education teachers restrictthe professtion due to self reasons.Suggestions to deal with special education teachers’badly current situationsare mainly as follows: reform management system of teachers and reinforceconstruction of the ranks of teachers; reinforce professional training for teachersand advance teachers’professional development; create a good workingenvironment and relieve special education teachers’mental stress; reinforceteachers’incentive mechanism and complete talented person’s appointed andevaluated institution.
