Special education as an important part of China’s basic education is a part of sports undertakings in China and the National Fitness and, it is also the window of the national level of civilization and becoming the important indicators to measure a country’s level of benefits. Special education schools are an important form of students with disabilities to receive physical education. Physical education and physical and mental health of students with disabilities are closely related, and physical education teachers are school sports organizers, managers, mentors and implementers. According to the special object of education, physical education teachers to develop education appropriate to their characteristics and needs. Therefore, it requires that physical education teachers not only to master the basic knowledge, but also to master the expertise of special education students with disabilities exercise methods. And whether the quality of the physical education teachers of Taiyuan special education school have to meet the needs of teaching as well as students, the sports faculty structure is reasonable, will not only directly affect the school physical education and, at the same time will also affect the process of the reform of the school sports.By means of literature data, questionnaire and mathematical statistics, this paper conducted a survey and analysis of physical education teachers in special education school of Taiyuan. Designed to improve the community on the importance of special education and special sports education, but also it could provide a basis for management and organization of special education schools for Taiyuan education and sports department.By surveying and researehing of the basic situation (sex ratio, age and seniority structure, qualifications and professional structure, title structure and workload conditions), the quality of the structure (Occupational ideological quality, knowledge quality, ability and quality and research qualities) as well as further education and training of physical education teachers in special education school of Taiyuan and, the resulting data were analyzed. The findings are as follows:(1) Insufficient number of physical education teachers, and trends showing the younger, qualifications of the teachers are all non-special education, the professional titles of most teachers are junior titles, and the workload of teachers is relatively large. However, there are also some advantages. For instance, PE teachers’sex ratio is basicly coordination and, in general, the academic level is relatively high.(2) In quality structure:PE Teachers’Professional ideology and ability and quality showed a general level, but the knowledge quality and scientific research quality is relatively poor.(3) Teachers generally believe that their knowledge is not enough, and have a strong desire for knowledge, at the same time; it is less interested in the training of the theoretical knowledge. Instead, teachers are more concerned about the training of special education expertise. But, the fees are too little that Educational administrative departments of people’s governments at all levels and school afford teachers to participating in raining or continuing education.Against the above-mentioned problems, countermeasures and suggestions are presented below.(1) Government should improve laws and regulations. (2)The government should increase media propaganda, and increase the funding for special education school sports.(3)The education departments should be opened up a dedicated professional to cultivate special physical education personnel.
